A curious and slightly formal passive form of the future is the "to be to be" form.
Used mostly for things which have been arranged in advance examples are:
The old model is to be upgraded.
The book is to be re-edited. The text is not to be changed
His arguments are to be treated with the respect they deserve.
It occurs as a future in the past:
The old computers were to be destroyed but we sent them to a charity in Africa instead.
John was to be operated on yesterday but his surgeon postponed.
The plane was to leave at seven but there was a snowstorm and it grounded everything.
Notice that in the above examples the event in question never actually came about.
Sometimes it shows the subject was unaware:
He had no idea he was to be promoted.
When we bought the house we didn't know a factory was to be built next door!
I had no idea this interview was to be recorded!
Conditionals, too are found:
If the amount of CO2 in the atmosphere were to be reduced, the overall temperature would drop.
If the CO2 in the atmosphere is to be reduced, we will all have to drive considerably less in future.
